Tiivistelmä: The dataset Flood hazard areas, lake and river floods includes information on areas covered by a lake or river flood with a spesific water hight at the estimated risk level. The risk level is reflecting the likelihood of a similar flood on the area. Flood frequency time represents the time period that commonly elapses between floods of at least the specified size. For example the frequency rate of a flood occurring once in a century (1/100a) is 1% per a year. Defined flood hazard areas for lake and river floods are available with frequency rates of 1/2a, 1/5a, 1/10a, 1/20a, 1/50a, 1/100a, 1/250a and 1/1000a. Each frequency rate is represented with a separate map layer. Defined flood areas include estimations of flood coveraged areas, but also the hazard level reflected by water depth zones (0-0.5 m, 0.5-1 m, 1-2 m, 2-3 m, over 3 m and a waterbody). Map layers representing outlines of flood coverege areas and infolines are included. The infolines include also attribute data on water levels of floods with different frequency rates. Additional information is available from Environmental Administration’s Internet pages. Flood maps are available in pdf-format from HTTP://WWW.YMPARISTO.FI/TULVAKARTAT. The Finnish title of the dataset is Tulvavaaravyöhykkeet, vesistötulva.

Käyttötarkoitus: Flood mapping forms a basis for efficient flood risk management. Flood maps can be used to support flood management planning, flood damage control, land use planning, reporting and reporting as well as for rescue operations and for defining building heights.

Sijainnillinen ja ajallinen kuvaus: In the mapping of flooded areas, attention must be paid to the reliability and accuracy of the source information. Flood maps reflecting the general situation are not accurate enough for building specific inspection.

Historiatiedot: The estimated flood coverage area is delineated by using flood modeling based on information on water levels and ground surface levels (topographic DEM-model). Water depth = water level – ground surface level. The defining water level for unusual, large floods is a challenge for flood modeling, since there are several factors increasing uncertainties. The accuracy of the DEM-model is strongly reflected in the accuracy of flood mapping. The accuracy of the map is described in the feature attributes. Flood hazard area mapping is done at the general level in Finland. Mapping is based mainly on base maps provided by counties and elevation information derived from the Topographic database produced by the NLS (National Land Survey of Finland). It should be noted that accuracy and scale of towns’ and cities’ base maps vary and the source material is generally inhomogeneous. However the accuracy of road network, embankment and significant flood hazard location markings has been improved for the DEM-model, in some cases also with additional measurements at locations. It should be noted that flood hazard area maps reflecting the general situation are not accurate enough for building specific analyses. However, detailed flood hazard areas with more accuracy can be used also for the building specific analyses. The detailed DEM-model with height accuracy of higher than 30cm is used as a bases material and also a base map can be used as a background map. In the future, when the NLS provided, more accurate KM2-topography model is available, the amount of detailed flood maps will increase. More accurate flood maps always replace generic ones. ELY-centres produce flood hazard maps by 22.12.2013 for river and lake floods for areas that are listed by Ministry of Agriculture and Foresty in December 2011. ELY-centres are responsible also for flood mitigation and management planning for other relevant areas as necessary. The municipalities may compile flood hazard maps also for building areas and local plan areas as necessary. Detailed flood hazard maps are drawn for significant flood risk areas.
